Recently I had the pleasure of speaking with Vinod Kashid (Global Head TCS Cloud Infrastructure Unit), Mangal Parekh (Business Development Enterprise Cloud) and Arvind Pandey (Transformation Leader) about the developments of Hybrid Cloud. The focus of the consultation was to look at developments in the hypervisiors segment. The market is currently in full swing and there are various virtualization alternatives, both license-based and Open Source. We discussed the scalability of on-prem to various forms of Cloud, where serverless computing will become increasingly important for organizations. This means that when developing your application landscape you must focus on functionalities and services. As a global player in the field of Private and Public services, TCS oversees an important playing field in the field of IT infrastructures. Developments and innovation in this domain are moving very quickly, with dependencies also determining the market. I was very happy with the insights given to me, so that I can develop further strategic steps for the CBR and for the public sector.Also I am impressed of the LinkedIn Learning course Cloud Strategy.     For the 3rd time in a row, the CBR TCS team has won an award. They have won in 2021 and 2022 the "TCS: Best Execution Project Award". The profit will be even greater in 2023. This year, the team won the "TCS: Best Customer Centric Project Award" out of more than 80 entries. Fully deserved. A team that is ready to realize the business continuity of the CBR, where more than 800,000 medical certificates can be issued.     Innovatie binnen de publieke sector is een must om burgers en bedrijven goed te blijven ondersteunen. Dit gaat niet vanzelf, zeker niet met alle boundries die voorbij komen. Volhouden, kleine successen en durven ondernemen. Voorbeelden genoeg gelukkig. Voor ingevulde belasting formulieren, poortjes schiphol, nieuwe aanwas van mensen bij Defensie, etc. Dit zou niet gebeuren als er niet collega’s zijn die hun nek uitsteken en de randen opzoeken om de publieke sector verder te helpen.     Copenhagen Pact 2024. On March 21 and 22, a group from various levels of government (Municipality, Province, State, Healthcare, Universities) from the NL wg "State of Services" visited Copenhagen. The objective was to learn from the steps that the Danish government has taken to improve their digital services to citizens and companies. More than 92% of the Danish population uses the Government's digital services, where satisfaction (avg 7.3-8.7) and trust (92% feel safe, 81% trust data handling) in the government are highly rated . Time to look behind the scenes to see how they do that. Important observations:Standardization in data exchange is key; a clear portal and app strategy; a well-organized digital ecosystem; unambiguous authentication and identification; shared principles for digital inclusion across the sector; focus on life events (from cradle to grave); Opt-out principle; openness of information about services (transparent dashboards of all types of services); digitize by reasoning from the perspective of citizens. What did they arrange for this?The journey started before 2000. Since 2001, the collaboration has focused on digitalization. Since 2007, there has been a joint infrastructure and a digital authentication and citizen portal. Subsequently, steps were taken in the areas of digital mail and health and the exchange of basic data started. Since 2016, increased security and improved infrastructure have been used to efficiently organize and improve digital services, collaboration in the ecosystem and the addition of new technologies. The Public/Private partnership also clearly emerged. With KOMBIT A/S as central coordinator, they have a strong trump card. This combination provides a full-fledged and secure exchange in different areas. Are they ready, certainly not, there are more developments planned. What have we learned?As the Dutch government, we already have many of the above ingredients in-house, but we are not yet making smart use of them. On the one hand, this has to do with our "trias politica", i.e. the division between the different levels of government, and on the other hand we encounter issues such as legislation, privacy, standardization, island automation and other blockades. Shall we leave it at that? No. Steps we are going to take.During and after the various sessions, intensive discussions took place between the various levels of government about breaking the loophole that we sometimes find ourselves in. We do see opportunities to collaborate and improve digital services. Based on our conversations, we will take steps together. As Lars Hulbaek CEO of MEDCOM stated: “there is no perfect standard and do it pragmatically”. With thanks to the organization of Work/State of Services, in particular Dr. Johan Posseth MMC and Emma Stöger for this trip and the various Danish speakers who are responsible for Digital services in Denmark on a daily basis.     Dinsdag 19 maart heb ik een bezoek gebracht aan onze collega’s van het RDW en het ODC Noord in Groningen. Samen bespraken we de (potentiële) samenwerking tussen onze organisaties, de mogelijkheden die er zijn op gebied van digitaal rijbewijs, huisvesting, cloud ontwikkeling, data, data uitwisseling, AI, security en hoe we onze klanten nog beter van dienst kunnen zijn. Een open gesprek met veel wederzijdse herkenning. Daarnaast blijft het indrukwekkend over welke aantallen wij als organisaties spreken. Zo gaan er ook ongeveer 1.5 miljoen rijbewijzen over de toonbank van het RDW. Ook het bezoek aan het ODC gaf weer fantastische inzichten in de kern van de generieke digitale infrastructuur (GDI). Kijkende naar het portfolio van het ODC, de verdere standaardisatie, de cloud (IaaS en Paas) propositie en de efficiëntie inzet van schaarse resources dan mogen we trots zijn binnen de Overheid dat we dergelijke voorzieningen hebben.     Thursday, March 14 was all about the Oracle Cloud World Tour. Oracle Cloud made a big splash in the enormous ExCel complex in London and their most important partners were present on the Expo floor. The new Oracle approach focuses on Custormer Success Service with a One Oracle Approach. With this, Oracle wants to accelerate innovation and development for customers. The power of the presentations will be in the stories of the different customers. For example, Nick Griffin from UK Cabinet Office explained what steps the English government is taking towards the new Oracle Cloud Infrastructure (OCI) platform. The French Cecile Latour (Wasilewski) from Michelin also talked about their journey and acceleration of Digitalization with Oracle's new approach. And there were various stories from CIOs and CEOs. This indicated that Oracle is taking their OCI strategy seriously. Naturally, various technological innovations were also shown and discussed. The OCI concept is now rock solid, said Pradeep Vincent (Sr VP and OCI Chief Technical Architect). There is a Unified Cloud, where all types of Applications (enterprise / industry) can be stacked on the OCI infrastructure. Paul Booth from the Work & Pensions Department discussed in detail the migration strategy and the collaboration with the various Cloud vendors. Brett Tanzer took us into the collaboration between Oracle and Microsoft. It is not a one-size fits all strategy. Finally, of course, AI. Miranda Nash Group VP Application Development took us through the AI development in Oracle's landscape, indicating a 40% better result in productivity. From version 23, OCI Generative AI is standard in various Oracle components. Naturally, Jenny Tsai extensively discussed all the possibilities in both infrastructure and application solutions and the generation of use-centric data. Finally, a fantastic meeting with Jack H. who took us into the world of Red Bull. His story also highlighted Oracle's development in speed, performance, analytics, AI and ML.     The second day of the #Gartner conference started with a fantastic performance by Dr. Paul Redmond. He has spent years studying the effects of different generations of people. He took us extensively into the differences between Boomers, Gen X, Millenials and GenZ. Paul Redmond came with clear images and insights that we experience every day in the workplace. The sentiment for Gen Z is “fun”, but they are also having a very difficult time. Millennials are looking for a good work-life balance, while Gen X is looking for fast career opportunities. The Boomers are looking forward to retirement, but still consider themselves indispensable. The most important tip was “Reverse Mentoring”, where the older generation has to learn from the younger generation and less the other way around. Gartner comes up with the 70-20-10 model (Experimental, Social and Formal Learning). According to Gartner, there is now a clear shift from Projects to Products. Organizations that have already made this change act faster and better in the market and have better control over their chain. This is an enterprise approach, in which culture is an important asset, where senior executives must set the example as a “role model”. An important principle here is that CO-Leadership is used. CIOs play an important role in this. Finally, we have a new role: “Chief Simplification Officer”; key asset is reducing complexity in the areas of processes, products, rules and structures. It is becoming increasingly apparent that neuropsychology is increasingly becoming part of our field of work. Bias is increasingly becoming a topic in the boardroom. On to day 2.

    Vrijdag 16 februari bracht de SG Jan Hendrik Dronkers, pSG Hillie Beentjes en acting CIO Peter Valkenburg van het Ministerie IenW een werkbezoek aan CBR. Na het welkomswoord van Directeur Bedrijfsvoering Jan Jurgen Huizing mocht ik het stokje overnemen en het gezelschap meenemen in de digitale transformatie van het #CBR. Samen met de collega’s vanuit de business (demand) en IT (supply) was er een interessant en open gesprek. Ik mocht het gezelschap meenemen in onze reis van vooruitgang, transformatie, samenwerking, wegwerken achterstanden, besturing, governance, kwaliteit, communicatie en vernieuwing. De SG ging in gesprek met de collega’s over samenwerking tussen business en IT. Ook was hij geïnteresseerd hoe we de communicatie in eenvoudige en duidelijke taal uitvoeren. Het laten zien van onze journaals als communicatiemiddel werd zeer gewaardeerd. Ook de openheid en transparantie van de inzet, capaciteit en resultaten die zichtbaar en aantoonbaar zijn werden gewaardeerd. Het werken onder architectuur, privacy en security bij design kreeg aandacht met name om te voldoen aan de compliance vereisten.
